An extender pigment contributes volume, body and mechanical properties without carrying the cost of a prime pigment.
Formulating with extenders is a spacing problem: below a certain loading the prime pigment particles crowd each other and hiding power drops. The extender keeps them apart and doing their job.

Blanc fixe Precipitated barium sulphate — fine, controlled particle size, chemically inert. Used where a filler must not interfere with the binder or the colour it sits in.
Extending the prime pigment Titanium dioxide does the hiding, and it is the most expensive component in most formulations. Extenders occupy volume and space the TiO2 particles so the same opacity needs less of it.
Kaolin and carbonate Kaolin brings platy structure and sheen control; calcium carbonate is the volume filler. Both are chosen on particle shape and oil absorption, not just chemistry.
