Boiler and cooling water treatment is about three failure modes: oxygen corrosion, scale deposition and loss of pH control.
Each has its own chemistry, and the treatment programme is a balance between them — a scavenger dose that suits the oxygen load, an inhibitor level that holds a film, and enough sequestrant to keep hardness in solution.

Oxygen scavenging Dissolved oxygen is what pits a boiler tube. Sodium sulfite and metabisulfite consume it chemically after mechanical deaeration has taken out the bulk.
Corrosion inhibition Sodium nitrite passivates steel surfaces in closed loops, forming a protective film rather than treating the water itself.
Scale control Sodium hexametaphosphate and sodium gluconate sequester the calcium and magnesium that would otherwise deposit as scale on the hottest surfaces — where scale does the most damage.
